Why he might be annoying:

Like all medieval German Kings, he was elected Emperor by a council of Dukes.
He had trouble maintaining control of both Germany and Italy because he traveled back and forth to suppress rebellions.
In Italy, he had to contend with the Lombard League and Pope Alexander III.
He was forced to make peace with the Pope and the Lombard League after failing to crush them.
In Germany, he had to deal with troublesome Dukes like Henry the Lion of Saxony.
Before he could set foot on Palestine, he drowned while crossing the Saleph River in Turkey.
His army in return went back to Germany.
The German invasion of the Soviet Union during WW II was code named Operation Barbarossa.

Why he might not be annoying:

He sought to restore the Holy Roman Empire to the days of Charlemagne and Otto I the Great.
Barbarossa means 'Redbeard.'
He is a legendary hero in Germany.
He eventually forced Henry the Lion into exile.
The Holy Roman Empire was at its height of power under Barbarossa's rule.
