    Member, Popular Democratic Party
    Mayor of San Juan, Puerto Rico (January 2, 1947-January 2, 1969)
    Known as 'Dona Fela'

Why she might be annoying:

    She was the eldest of 9 children.
    Her signature look was a blonde braided beehive hair-do and pearl necklace.
    She married an attorney, Genaro A. Gautier, in 1940.
    She had a snow-filled plane land in San Juan so children could play in the icy precipitation (1952-1954).

Why she might not be annoying:

    Her mother passed away when she was 11.
    She was a tireless public servant, fighting for the rights of women and the poor.
    She was the first woman elected mayor of a capital city in the Western Hemisphere.
    Under her mayorship, San Juan became a major urban hub in Latin America.
    The pre-school program she initiated, Las Escuelas Maternales, was a precursor to the U.S.'s Head Start.
    Numerous schools, buildings and boulevards are named in her honor.
