The yellow ball with a face looks like a rip-off of the 70s 'Have a nice day.' smiley face.
He eats pellets and get 'energized' by eating super pellets, thus promoting drug use.
He ate billions of quarters at arcades.
Ms. Pac-Man looks like Pac-Man in drag (crossdresser).
Inventors needed 15 months to build him.

Why he might not be annoying:

He has jaundice and lost all of his limbs, including his vital sex organ (poor Ms. Pac-Man).
He blew 'Space Invaders' out of the water.
Some people were good enough to play for hours on just one quarter.
