Why he might be annoying:

He ordered the CIA to mine Nicaraguan harbors without informing the Senate Intelligence Committee, prompting Barry Goldwater to protest, ‘I am pissed off. This is an act of war.’
He authorized assassinating a Hezbollah terrorist in Beirut with a car bomb. It malfunctioned, killing 80 innocent people.
He was a major participant in the Iran-Contra scandal.
He died of a brain tumor two days before he was scheduled to testify to a Congressional committee about Iran-Contra.

Why he might not be annoying:

He won a bronze star for meritorious service during World War II.
He was a dedicated anti-Communist.
He provided covert support to the Solidarity movement in Poland.
His funeral, attended by the Reagans, featured an anti-Contra eulogy delivered by Bishop John McGann, who ‘came to bury not praise Casey.’
