Why he might be annoying:

He turned down the Secretary of State position, which was offered by James Madison, but accepted the lazy office of the Vice President.
He was elected to the U.S. Congress, but declined to serve in order to accept an appointment to the New York Supreme Court.
He was destroyed by public life, becoming a heavy drinker and bankrupt after several accusations that he had manipulated state revenue during the War of 1812.
His second term as the Vice President was spent in a drunken stupor, alienating President Monroe.
He rarely spent time in Washington, and the times he did he was mostly drunk.
He created a town on Staten Island named Tompkinsville.

Why he might not be annoying:

He was incredibly handsome before he hit the wall, and many people desired to paint his picture.
He was a sharp dressed politician.
He was an energetic politician, and many feared running up against him in an election in his prime.
He was known to never forget a face or name.
He served capably as a justice to the New York Supreme Court.
Despite his drinking problem, he served during two terms as Vice President.
There is a county named after him in New York.
