Why he might be annoying:

    He climbed various building heights to enter and steal garments from womens' apartments.
    Police collected from his apartment 3,977 pairs of underpants, 355 bras and ten pairs of stockings which they believed to have been collected over a six year period.
    He stated his preference of used womens' undergarments over new, unworn ones.
    During imprisonment for his actions, he desired to make underwear for his victims and wanted the garments returned to him after they had been worn.
    His actions seemed to make those of Garth Flaherty pale in comparison.

Why he might not be annoying:

    He told investigators that his construction worker career made him efficient at climbing to high locations.
    He took no kinds of clothing but undergarments from women's apartments.
    He denied having a female underwear fetish.
    His actions and attitude about them suggested that he had psychological issues.
