Why she might be annoying:

    She apologized after Voice of America called Iraq a police state.
    With Iraqi troops massing along the border with Kuwait, she told Saddam Hussein, 'We have no opinion on your Arab-Arab conflicts.'
    Critics claim her statement gave Hussein a 'green light' to invade.
    Conspiracy theorists think she deliberately encouraged him to invade so the US would have grounds to attack Iraq.

Why she might not be annoying:

    She was the first woman appointed US ambassador to an Arab country.
    She testified to the Senate Foreign Relations Committee that she repeatedly warned Hussein against using force to settle his dispute with Kuwait (1991).
    Tariq Aziz told 'Frontline' that Iraq 'had no illusions' about the likelihood of US intervention.
    She commented, 'We foolishly did not realize he [Hussein] was stupid.'
