Why he might be annoying:

    His economic policies produced double digit unemployment rates.
    As part of his bon vivant image, he would blatantly violate the speed limits while driving his Ferrari.
    He refused to address a rally condemning the car bombing of a Jewish community center in Buenos Aires (1994).
    The German Siemens corporation admitted to paying him a $2 million bribe to secure a contract to produce passports and national ID cards.
    His government secretly shipped arms to Croatia (violating a UN embargo) and Ecuador (violating a 1942 treaty).
    He was sentenced to seven years in prison for arms smuggling (2013), but never served time because his position as a Senator granted him immunity from incarceration.
    He was sentenced to four and a half years in prison for embezzlement (2015), but again served no time.
    He was said to be jinx who brought bad luck to other people: he patted the knee of goalie Nery Pumpido, who then broke his kneecap during the 1990 World Cup; he played a match Gabriela Sabatini, whose career went into a slump; and he shook the hand of powerboat racer Daniel Scioli, who crashed and lost his right arm.

Why he might not be annoying:

    His parents were immigrants from Syria.
    After the military coup that overthrew Isabel Peron, he was imprisoned for two years (1976-78).
    Dictator Jorge Rafael Videla refused to let him out of prison to attend his mother’s funeral.
    His economic policies brought the country’s hyperinflation under control.
    He restored diplomatic relations with the United Kingdom, which had been suspended since the Falkland Islands War.
    His son, Carlos Jr., died in a helicopter crash (March 15, 1995).
    His second wife, Cecilia Bolocco, was a former Miss Universe.
