    Arrested based on a tip from a neighbor (September 24, 1992)
    Convicted and sentenced to death (November 4, 1994)
    Executed by lethal injection

Why he might be annoying:

    He began stealing cars at age 14 and was arrested 20 times as a juvenile.
    As an adult, he was charged with a string of crimes, including possession of counterfeit money, burglary, kidnapping and armed robbery.
    Jo Rogers and her daughters had been tied to concrete blocks and thrown into the Bay while still alive.
    His own daughter testified that he talked about killing the three women.
    Against the advice of his attorneys, he testified in his own defense, gave an easily disproven alibi, and made a decidedly negative impression on the jury.
    One juror later commented, 'He scared some of the jurors when he would sit there and stare at you and have that stupid grin on his face. He would make your skin crawl.'
    Profiling experts suspected that he had killed previously, since a first-time killer would probably not be experienced enough to abduct and kill three women simultaneously.
    He was a suspect (though never charged) in the unsolved 1982 murder of a woman found floating near Tampa Bay's Anna Maria Island.

Why he might not be annoying:

    When he was 10 years old, his father hanged himself in the basement of the family's apartment.
    He was so upset that he reportedly jumped into the open grave at his father's funeral as the gravediggers were covering the coffin with dirt.
    He was an informant for the US Customs Office in Tampa.
    It was the first case in which police used billboards in an investigation, posting billboards with blow-ups of handwriting left by the suspect on a brochure found in the Rogers' car.
    The billboards led to a tip from a former neighbor who provided a work order Chandler had written; the handwriting on the work order matched that on the brochure.
