Why he might be annoying:

    He has resting smug face.
    During the Mueller investigation, he was the target of criticism from the GOP and Donald Trump.
    After the release of the Mueller report, critics on the left felt he worked with William Barr to shape a summary of the findings in a way which presented Trump in a favorable light.
    He later wrote a 'glowing' tribute to Barr when Barr was selected to the Time 100 list (2019).
    Donald Trump used a memo Rosenstein wrote to justify the firing of James Comey from the FBI, but he didn't recuse himself from the investigation.
    He didn't shy away from sharp criticism of Comey, calling him a 'partisan pundit'.
    He reportedly feared Trump firing him by Tweet, so he pleaded for his job.
    Andrew McCabe claimed Rosenstein offered to wear a wire around Trump and was trying to recruit cabinet members to remove Trump from office, per the 25th Amendment.

Why he might not be annoying:

    He earned his JD from Harvard Law School.
    He was appointed US Attorney for Maryland by George W. Bush.
    He faced scrutiny from all sides of the political spectrum, as well as from the media.
    He worked for the Department of Justice for nearly three decades.
    In his resignation letter, he stated that 'credible evidence is not partisan, and truth is not determined by opinion polls.'
    He denied any allegation of unethical conduct made against him.
