Why Victoria Cougars might be annoying:

They were a mediocre franchise for the duration of their history.
They changed their name twice throughout the history of their franchise.
They moved from Victoria to Spokane, Washington in 1916 and back to Victoria two years later.
Their move to Spokane was largely in part to their home arena being commandeered by the Canadian military.
They technically didn't fold, they were dissolved when the WCHL elected to cease operations.

Why Victoria Cougars might not be annoying:

They were founded by future Hockey Hall of Fame builder Lester Patrick.
It had noteworthy Hockey Hall of Fame players, including Hec Fowler, Frank Foyston, Hap Holmes, Clem Loughlin, Harry Meeking and Jack Walker, play for them.
Despite the majority of their player contracts being picked up by an expansion franchise from Detroit, they are not a predecessor franchise to the Red Wings, despite the fact they called themselves the Cougars in their early years.
They were the last West Coast franchise to win a Stanley Cup, prior to the 2007 Anaheim Ducks.
Its moniker has been reused by various Victoria based hockey franchises in various leagues, most notably the Western Hockey League franchise who played in the city from 1971 until 1994.
