Why he might be annoying:

He was an outspoken opponent of the Voting Rights Act of 1965's extension in 1982, introduced many amendments to delay passage of the bill, and was one of only eight Senators to vote against it.
He opposed the MLK Day.
He was one of only three Senators to vote against extending the life of the Civil Rights Commission in 1983.
He said: 'The average American doesn't know the difference between a Contra and a caterpillar or between a Sandinista and a sardine' (1984).

Why he might not be annoying:

He was anti-Communist.
He was stricken with polio, forcing him to use a wheelchair the rest of his life (1955).
He sponsored a successful bill that made September 'National Sewing Month.'
Although he opposed MLK Day, he didn't oppose the idea of creating a Civil Rights Day to celebrate the achievements of the civil rights movement.
He committed suicide for reasons of ill health.
Upon his death, Reagan said about him: 'Even in the face of adversity, John East put his duty and his constituents ahead of his personal comfort, earning him the respect of his colleagues on both sides of the aisle.'
