Why he might be annoying:

    His company Agritrans received a $6 million government loan and was exempted from income taxes and certain customs duties for 15 years.
    Agritrans promised to create 3,000 jobs but ended up employing only 500 people.
    During the 2015 Presidential election, he reportedly placed first with 32.6% of the vote. However, an exit poll by the Haiti Sentinel indicated that he had received only 6% of the vote.
    Violent protests resulted in the runoff election being initially postponed, then cancelled.
    Although he won the rescheduled election (2016), only 21% of the electorate voted, so he took office having received only 600,000 votes in a country of 11 million.
    He and other government officials were accused of embezzling funds earmarked for social programs, leading to mass demonstrations calling for his resignation (2019).
    A week before his death, the United Nations condemned his government’s human rights violations and attacks on the press.

Why he might not be annoying:

    He was Secretary General of the Haitian Chamber of Commerce.
    He helped create Haiti’s first agricultural free trade zone (2013), which created almost 3,000 direct jobs and 10,000 indirect ones.
    During his presidential campaign, he visited all 145 of Haiti’s communes.
    He started projects to improve the country’s roads, water supply, and energy systems.
