Why they might be annoying:

Their clothing and looks seem like they are still stuck in the 70's.
Disco, Rock and Roll Indian and Surge Joebot left the band, shortly after the album, 'Fire,' was released (June 2003).
The official video for 'Gay Bar' features Dick being copied as six different Abraham Lincolns, being in a gym, in a bathroom, on strip poles and having a sleep over party (which got the video banned on some music channels).

Why they might not be annoying:

'Danger! High Voltage' was a hit that stormed the UK Charts and pronounced as one of the best songs and videos of 2002.
The song 'Gay Bar' was also used in a hilarious Bush/Blair parody on the internet.
They were forced to take out the line 'Let's start a war, let's start a nuclear war' from the song 'Gay Bar' in England. Dick spoke out about the situation and said: 'Obviously what happened in Bali was horrible, but people have to remember that these songs were written years before it happened.'
Even though the video for 'Gay Bar' is kind of nasty, they say it's all just a joke and that they weren't being serious.
They've been compared to Tenacious D, for their humorous lyrics and well crafted music.
They can mix indie rock, funk, dance, garage rock and disco without being flamed by critics.
