Why he might be annoying:

The odds that he was actually the 6 billionth person are pretty slim.
Later research suggested that Earth's population had actually passed 6 billion on June 18 or 19, 1999.
The UN launched the 'Day of Six Billion' to highlight the problems of population growth in the Third World, then chose a kid from Europe as its symbol.
He got to be designated as the 6 billionth mainly because Secretary-General Kofi Annan happened to be in town on UN business.

Why he might not be annoying:

Kofi Annan suggested that his designation as the 6 billionth person could help restore 'the tolerance and multi-religious atmosphere' that had been lost in the Bosnian War.
His mother noted, 'We never heard from the UN again. We never received anything from them, not even a birthday card.'
His family receives $140 a month from the city of Sarajevo to honor his special status.
He became Facebook friends with 5 billionth person Matej Gaspar of Croatia.
He wanted to be a pilot when he became an adult.
When Earth's population passed its next billion milestone in October, 2011, the UN declined to designate anyone as the 7 billionth person.
