Why he might be annoying:

He was viewed as being an extremist by political analysts.
His party showed extreme favoritism towards Western Canada rather than focusing on the country as a whole.
He originally refused to move into Stornoway when he was appointed Leader of the Opposition, citing that it was better suited as a bingo hall then a residence (1997).
Despite forming the Reform Party, he wasn't the first MP to be voted into the House of Commons under the party banner.
He was voted out as leader of the Canadian Reform Conservative Alliance in favor of Stockwell Day (2000).

Why he might not be annoying:

His father, Ernest Manning served as Premier of Alberta between 1943 and 1968.
He served as the only leader of the Reform Party prior to its conversion to the Canadian Alliance.
Following the demise of the Progressive Conservative Party, his party proved to be successful with voters in Western Canada.
He opened a center to train aspiring conservative politicians in his home province of Alberta.
He earned his Bachelor of Arts degree in Economics prior to pursuing a political career.
He appointed future Prime Minister Stephen Harper as the Reform Party's chief advisor upon forming the party.
