Why he might be annoying:

    He allegedly had his son killed after the son discovered his affair with a male slave and threatened to tell Galba's wealthy stepmother.
    The historian Suetonius wrote, 'His double reputation for cruelty and avarice went before him.'
    During his march to Rome, he either destroyed or looted any town that did not immediately accept him as emperor.
    He had a fatal knack for pissing off the military.

Why he might not be annoying:

    As a governor in Gaul, Africa, Germany and Iberia, he earned a reputation for his military talents, strictness and impartiality.
    He refused to pay the Praetorian Guard a reward that had been promised in his name on the grounds that soldiers should not have to be bribed into loyalty.
    He told the soldiers coming to assassinate him, 'Strike if it be for the good of Rome.'
