Why he might be annoying:

    Rutherford B. Hayes, on observing his Vice President: 'Who is Wheeler?'
    He was a virtual unknown when he became Vice President.
    He was the product of political parties wanting unknown people after the Grant-era scandals scarred many public officials.
    He was a neurotic who was constantly obsessed with his hygiene and health.
    He advanced politically because of his obscurity and generally avoided many commitments to parties.
    He married one of his students.
    He dropped out of a private law firm because of imagined 'throat trouble.'

Why he might not be annoying:

    Though he rarely spoke in the House of Representatives, his words carried weight with his colleagues.
    He refused to participate in the corrupt New York Republican political machine stating, 'There is nothing in the gift of the State of New York which will compensate me for the forfeiture of my self-respect.'
    During a time when it was acceptable to use your political position to acquire wealth, he owned no stock and stayed true to his public servant status.
    He refused to campaign for his place for Vice President and still won from his reputation alone.
    He was great friends with President Hayes and his family which is something unusual for a Vice President to be back then.
    He retired from public life after his service as Vice President.
    He suffered from insomnia.
