The Resume

    Born in Colombia
    Tito Munoz
    Resided in Woodbridge, Virginia
    Small construction company owner
Gained notoriety for his presence on the campaign trail for the Republican ticket during the final week of the 2008 Presidential election
Appeared on Fox News' Hannity and Colmes
Hosted his own hour-long radio show, 'America Eres Tu'
Regularly made appearances at rallies wearing an an orange reflector jacket, black sunglasses, and a yellow hard hat decorated with McCain-Palin stickers

Why he might be annoying:

He was the Hispanic counterpart to Joe the Plumber.
He wore a Village People-getup that made him look a little like a Latino Bob the Builder (whose motto ironically was 'Yes We Can!')
He became a fixture at rallies after a heated argument between himself and Mother Jones' David Corn over coverage of Joe the Plumber and the Obama tax plan went viral.
His appearances very often included his standing up and yelling out 'socialist! socialist!' at the very mention of Barack Obama's name and the crowd going wild for it.
He was called a hypocrite on affirmative action because he registered his company as a minority-owned business to secure federal contracts.
Like Joe the Plumber, he tried to translate his fifteen minutes into a political career at the height of the Tea Party, unsuccessfully running for Virginia State Senate and losing by a 50 point margin (2011).
His following had dwindled rapidly by 2016, and he didn't help it much by actively opposing the nomination of Donald Trump (he remains a steadfast Never Trumper as of 2018).

Why he might not be annoying:

He claimed to have 250 cousins.
He was a member of the Virginia state Board of Housing and Community Development.
He coined the phrase 'Born in Colombia, Made in the U.S.A.'
Unlike Joe, he actually owned his own company and was of the profession he claimed.
Sarah Palin joked about his newfound fame by saying 'not since The Jackson 5 has the name Tito been used so often!'
