Why he might be annoying:

His catch phrase? 'It ain't easy being cheesy!'
He's a spaz.
He promotes an unhealthy, fat engorged, artery clogging food item to children.
His product makes fingers turn orange.
He has an Israeli version of his product, called Tseetos, that are yellow.
His head is huge in proportion to his body.
He wouldn't let the South Park creators use his product by name in the show, so they renamed it 'Cheesy Poofs.'

Why he might not be annoying:

His creator, David Feiss, also created 'Cow and Chicken' and 'I.M. Weasel' for Cartoon Network.
He's quick on his sneakered feet.
He's parodied in a Geico Insurance commercial.
He has two of his own video games; 'Chester Cheetah: Too Cool to Fool' and 'Chester Cheetah II: Wild Wild Quest.'
He really seems to enjoy eating the product he endorses.
His future's so bright, he's gotta wear shades.
