Why he might be annoying:

After he met President Coolidge at a young age, he refused to wash his hand for a week.
Although he represented Arizona, he had grown up in Kansas.
He voted against the Civil Rights Act of 1964 and the Civil Rights Act of 1968.
He voted for the unsuccessful concept of revenue sharing (1972).

Why he might not be annoying:

He was the first Republican ever elected to the House from Arizona (1952).
One of his proudest achievements is his successful fight for the Central Arizona Project, which irrigated Arizona, causing the state to rapidly grow.
He wanted to be 'a work horse, not a show horse.'
It was much due to his and Barry Goldwater's influence that changed the state from 75% Democrat to majority Republican.
He supported the Voting Rights Act of 1965 and voted for all its extensions.
He changed his position on the Civil Rights Act of 1964 and voted for measures that strengthened the Equal Employment Opportunity Commission.
He was one of the Republican Congressmen who had to tell Richard Nixon that he would have to resign.
He looked beyond the liberal reputation of Nelson Rockefeller and voted for him to be vice president.
He was married for sixty-one years until his death.
