Why he might be annoying:

He was criticized for following public opinion rather than sticking to his policies.
When he was first elected, he campaigned against U.S. imperialism.
When U.S. sentiment grew to annex former Spanish possessions after winning the Spanish-American war, he annexed the territories.

Why he might not be annoying:

He was assassinated.
He was shot on September 6, 1901 and died September 14th.
His last words were: 'Good-by, all, Good-by, It is God's way. His will be done.'
Talk about quick justice, his assassin Leon Czolgosz, was found guilty by a jury on September 24th and executed on October 21st.
Under McKinley, the U.S. gained its first possessions off the mainland (Philippines, Guam and Puerto Rico).
He tried to keep the U.S. out of the Cuban revolutionary war against Spain, but congress and newspapers forced the U.S. into the war (Spanish-American War 1898).
