Why he might be annoying:

He was a violent-tempered bully who killed people simply because he didn't like them.
He robbed banks as a teenager and did time in jail for burglary.
He sold illegal liquor during Prohibition.
He forced all speakeasy owners and numbers runners to buy booze only from him.
One club owner who defied him was kidnapped, beaten, hung up on meat hooks and placed gonorrhea-infected gauze on his eyes; the man went blind as a result.
He fathered two children out-of wedlock.
He managed to escape the NYPD and the FBI many times.
He exploited the black community in Harlem when he took over the numbers racket.
Most Jewish-Americans were ashamed of him.

Why he might not be annoying:

His father abandoned the family when he was a kid.
Being abandoned by his father left him scarred psychologically.
He was truly despondent when his friends were murdered.
He had to quit school to help support the family.
He was shot several times while urinating in a restaurant bathroom.
He died because the bullets were rusty and caused a severe infection.
He died in agony and delirium.
He was immortalized in two Hollywood films 'Billy Bathgate' and 'Hoodlum.'
