Why he might be annoying:

He was jowly.
He paid a $23,000 civil penalty to settle conflict of interest charges after he failed to follow White House orders to sell his stock in Amoco (1997).
He was an advocate of admitting China to the World Trade Organization despite the country’s appalling human rights record.
While preparing to testify before the 9/11 Commission, he smuggled classified documents out of the National Archives and destroyed some.
He eventually pleaded guilty to misdemeanor charges of removing documents without authorization and was fined $50,000, sentenced to two years of probation and 100 hours of community service, and was stripped of his security clearance for three years (April, 2005).
As a result of the investigation, he also relinquished his license to practice law (2007).

Why he might not be annoying:

He typically worked 15-hour days.
He told staffers that when they stopped being at least a little bit awed about working in the White House, it was time to leave.
Secretary of State Madeline Albright said he was ‘a practical problem solver’ who could clearly explain the political repercussions of foreign policy decisions.
After Pakistani troops advanced on the Indian-occupied city of Kargil in the disputed territory of Kashmir, he played a key role in convincing Prime Minister Nawaz Sharif to withdraw the soldiers back to the original cease fire line, thus deescalating a potential full-scale war between two nuclear powers (July, 1999).
