    Resigned from Congress after reports of two extramarital affairs (2019)

Why she might be annoying:

    She admitted to having an 'inappropriate' relationship with a campaign staffer after RedState published a report detailing the affair (Oct. 28, 2019).
    Reports later surfaced of sexual indiscretions with a congressional staffer, which she denied (but later admitted upon her resignation).
    The misconduct was in direct violation of the new rules devised by House Democrats regarding sexual relationships - which ironically were mainly directed at male members of Congress.
    The revelations were followed by the publication of leaked nude photos by the Daily Mail.
    The negative publicity surrounding the resignation may have resulted in State Assemblywoman Christy Smith losing to Republican challenger Mike Garcia in the Special Election.
    It didn't help matters much that she insisted on both endorsing Smith and donating the campaign money from her PAC, which some Democrats characterized as unwelcome.

Why she might not be annoying:

    She and her husband fostered rescue animals on a farm.
    Before her election to Congress, she worked for People Assisting the Homeless (PATH), a nonprofit that helped the California's local homeless population.
    She was a moderate on issues like gun control and border security.
    She had admitted to being openly bisexual while running for office.
    She won her seat by defeating incumbent Republican Steve Knight in the 2018 midterms.
    The leaking of her nude photos is a classic example of 'revenge porn.'
    She was defended by Matt Gaetz and Alexandria Ocasio-Cortez. (which is about as bipartisan as it gets).
