Why she might be annoying:

Before marrying Herod Antipas, she was married to his brother.
Both her husbands were also her uncles.
She reportedly convinced Salome to ask for the head of John the Baptist as a reward from Herod Antipas for her dancing.
She was angry that John the Baptist condemned her marriage as a violation of Jewish law.

Why she might not be annoying:

According to the ancient historian Josephus, John the Baptist was executed for boring political reasons that had nothing to do with Herodias or Salome.
When Caligula ordered Herod Antipas into exile, he offered her the chance to return to Judea and live in the court of her brother.
She refused and followed her husband into exile.
He husband's lust for her daughter must have put a strain on the marriage.
