Why he might be annoying:

He fought against the Meiji government during the last days of the Tokugawa Shogunate.
After the fall of the Tokugawa Shogunate, he and the Shogun's family founded their own state in Hokkaido and named him President (1868).
He was defeated by Meiji government when they invaded Hokkaido the following year.
He served prison time for challenging the Meiji government.
As a Meiji official, he promoted Japanese expansionism through settler colonies in the Pacific Ocean and Latin America.

Why he might not be annoying:

He studied abroad.
He accepted Meiji rule after his defeat.
He was eventually pardoned and was appointed an official by the Meiji government.
He was promoted to Vice Admiral (1874).
He's reportedly fluent in Dutch and English.
He served in the Imperial Japanese Navy.
