Why he might be annoying:

He acted like a tool during the rescue of nine miners (July 28, 2002). He made sure to get into every photo-op when the last man was rescued, including taking the lead at carrying his stretcher.
He was not elected governor, but took over the position when governor Tom Ridge moved on to head the Office of Homeland Security.
He moved up politically as a direct result of the September 11th tragedy.
