Why he might be annoying:

    The horoscope cast when he was born was so unfavorable that his father reportedly tried to prevent him from being appointed as consul.
    He spent more of his reign feasting at banquets than running the empire.
    He allegedly had his mother killed because of a prophecy that he would rule long if his mother died before him.
    When his forces were defeated by Vespasian's, he tried to disguise himself in rags and hid in a door-keeper's lodge at the palace.

Why he might not be annoying:

    He ended the practice of allowing commanders to sell furloughs and exemptions from duty to their men.
    He banned astrologers from Rome.
    After being flushed out of his hiding place, he was dragged through the streets while a mob pelted him with dung.
    Before being tortured and killed, he told the soldiers, 'Yet I was once your emperor.'
