    Representative from Louisiana's 1st District (1977-99)
    Chairman of the House Appropriations Committee (1995-99)
    Speaker-Elect of the House (1998)

Why he might be annoying:

    He was one of several Republicans in Congress calling for Clinton's impeachment, despite their own extra-marital affairs.
    When the US launched missiles at al-Qaeda training camps in Sudan and Afghanistan, he accused Clinton of trying to distract people from the Lewinsky scandal and compared events to the movie 'Wag the Dog.'
    After the 9/11 attacks, he complained about Clinton's failure to 'take out' Osama bin Laden.
    After leaving office, he became a lobbyist.

Why he might not be annoying:

    As appropriations chair, he played a key role in cutting 297 federal programs costing $50 billion.
    Unlike other adulterous Republican hypocrites during Lewinskygate, he resigned his office while urging Clinton to do the same.
    His son Richard was accidentally electrocuted while trimming trees (2006).
