Why he might be annoying:

He stuttered.
He was an ultra-conservative, having a lifetime ACU rating of 92% and voting against the Equal Rights Amendment, when it was popular (1972).

Why he might not be annoying:

He voted for the Civil Rights Act of 1968, a controversial civil rights bill that included fair housing provisions.
He was reelected with 71% of the vote (November 1972).
He stood up for the farmers and ranchers of his state in Congress.
He has asthma.
He resigned on December 31, 1978, to give his successor seniority.
He is the oldest living person to have served in the Senate as of August 2004.
He and his wife will celebrate their 72nd anniversary in September of 2005.
