Why he might be annoying:

    He's a career politician (ran for the governorship in '08 but lost).
    MAD Magazine parodied him as 'Stall Cop' (pun on the movie 'Mall Cop').
    He liked to make literal 'bathroom jokes' while campaigning at rallies for Donald Trump.
    He squandered the opportunity of having a Republican-led state legislature, with whom he had a very adversarial working relationship.
    He tried to boost his flailing chances for reelection by promoting himself as 'the face of HB2,' staking his legacy on it.
    While most of the controversy surrounding HB2 was over 'restroom usage,' the bill also overturned virtually all existing anti-discrimination LGBT legislation.
    His opportunism was even more brazen considering that - only four months prior - he had talked about transgender identity as 'a complex issue best handled with reason and compassion at the local level.'
    His bill's passage was met with a full-on boycott waged by corporations, celebrities, and organizations (the economic impact was so severe that the damage was estimated to be $285 million and over 1,300 jobs lost).
    The law's passage also resulted in the US Department of Justice filing lawsuits against both him and the state (in addition to several individual suits), charged with violating federal civil rights laws.
    He refused to concede his loss to Governor-elect Roy Cooper for over a month, filing election protests alleging voter fraud in some 50 counties.
    He was spotted at Trump Tower in the days following the concession, and was rumored to be in line for an appointment in the new administration, but no offer came (his luck that the President-elect was never that crazy about HB2 to begin with).
    He later whined about experiencing reverse discrimination from people over the bill, complaining ‘people are reluctant to hire me, because, ‘oh my gosh, he’s a bigot’ – which is the last thing I am’ (Mar. 2017).

Why he might not be annoying:

    He was the first mayor of Charlotte to win the state's highest office.
    He was the first Republican state governor of North Carolina, since 1993.
    He was honorary chairman for the Charlotte chapter of the National Alzheimer's and Arthritis Foundation.
    He was a 2014 Young Leader Alumni member of the American Swiss Foundation.
    George W. Bush appointed him to serve on his Homeland Security Advisory Council (HSAC), in 2002.
    He was the recipient of the national Homeownership Hero Award, in recognition of his work as Mayor of Charlotte (2003).
    Charlotte was named in the 100 Best Communities for Youth by America's Promise, while he served as its Mayor (2005).
    He spearheaded the successful effort with local business leaders and various NASCAR teams to base the NASCAR Hall of Fame out of Charlotte, beating out Atlanta, Kansas City, Richmond, and Daytona Beach (2006).
    While in DC for the Trump Inauguration, he was harassed and cornered in an alley way by a frenzied mob of LGBT protestors chanting 'shame' (probably not the most effective way to promote your cause in the long-run...)
