Why she might be annoying:

She fell; she couldn't get up.
She was five feet tall.
She had a shrill voice.
She is only known for the line ‘I’ve fallen, and I can’t get up!’
The commercial she appeared in was extremely low budget, and it was run continuously on daytime television in the early 1990's.
Her commercial inadvertently caused many people to laugh at the misfortunes of the elderly.
VH1 didn't show the original commercial when it was mentioned in 'I Love the 90's,' as it couldn't get the rights.
The company she advertised for, Life Call, is now defunct.
When the copyright to the phrase ‘I’ve fallen, and I can’t get up!’ was lost it was copyrighted as ‘Help! I’ve fallen, and I can’t get up!’

Why she might not be annoying:

She was a Ziegfield Follies dancer.
The commercial she appeared in is a camp classic.
Her catch phrase inspired many parodies and spoofs.
She was part of an advertisement of a product that helped senior citizens through emergencies.
She is far more famous than the ‘I’m having … chest pains!’ guy.
She died of a stroke.
