Why he might be annoying:

He had a huge frickin' unibrow!
He ruled the Soviet Union with an iron fist.
The environment was not spared in his attempt to become even more of an industrial powerhouse.
Much of the money that could have been used to increase the salaries of the proletariat and spend on social programs was spent on nuclear weapons and the space race.
He ordered the futile invasion of Afghanistan.
A personality cult was developed around him in the later years.

Why he might not be annoying:

He wasn't affected by opinions (letting that unibrow grow was a daring fashion choice).
He ruled longer than any Soviet leader except Stalin.
Many citizens believe that their standard of living and social security was at its peak during his reign and production was greatly increased.
He received many medals for his role in World War II.
He survived Typhoid fever.
He died while in power.
