    Served as co-prime minister with Norodom Ranariddh (1993-97) and Ung Huot (1997-98)

Why he might be annoying:

    For some reason, he gave his kids pairs of similar names (Manet and Manit, Mana and Mani, and Mali and Malis).
    He disowned his adopted daughter Malis when she came out as a lesbian.
    When his party of ex-Communists lost ground in elections to the royalist party, he staged a coup to retain power (1997).
    A former cabinet member said, 'We used to have meetings every Friday, but they weren't cabinet meetings; they were 'Listen to the PM' meetings.... Ministers were scared of him. You had to please the big boss.'
    His government has been repeatedly accused by human rights groups of torturing political prisoners.
    He has stayed in power through control of the media, forcing opposition leaders into exile, and manipulating voter lists, with at least a million 'ghost voters' on the rolls.
    Asked about the possibility of an 'Arab Spring' style revolt in Cambodia, he replied, 'I not only weaken the opposition, I'm going to make them dead. And if anyone is strong enough to try and hold a demonstration, I will beat all those dogs and put them in a cage.'
    He lies about his golf handicap.

Why he might not be annoying:

    He was the son of peasants.
    He lost his left eye in battle (1975).
    He survived three assassination attempts sponsored by the Khmer Rouge during the 80s.
    He brought an end to the long-running conflict between the government and the Khmer Rouge (1998).
    His supporters argue that his strongarm tactics are necessary to maintain stability in Cambodia.
    An opposition leader said, 'He has a genius for one thing: political survival.'
