Why he might be annoying:

He was a heavy drinker who got into drunken fistfights.
He signed the anti-desegregation Southern Manifesto and opposed the Civil Rights Act of 1964.
He was rumored to have been a beneficiary of vote fraud during a close 1968 re-election.
Conspiracy theorists claim he was killed to keep from going public with allegations about the JFK assassination.
Cokie Roberts denied he had any problems with the Warren Commission's findings, adding 'I just don't know where people get these ideas from.'

Why he might not be annoying:

He served with the Naval Reserves during World War II.
He was instrumental in passing the interstate highway program (1956).
Unlike many southern congressmen, he supported the Voting Rights Act of 1965 and the Open Housing Act of 1968.
He revealed that the FBI had been wiretapping the phones of members of Congress and called on J. Edgar Hoover to resign (1971).
Hoover retaliated by leaking information in his files about Boggs' drinking to the press.
