Why he might be annoying:

A marijuana advocacy group filed a lawsuit against his Drug Control Policy office.
The group claimed his office sponsored scripted tv shows which featured anti-drug storylines without publicly acknowledging the sponsorship.
A Salon article suggested tv shows were paid based on how strong the anti-drug message was.
After Operation Desert Storm, he was accused of being a war criminal.
Several journalists contended he allowed his unit to 'open fire' on a retreating Iraqi military unit.
Critics argued he could not be an objective analyst for news networks regarding the Iraq war due to his ties with the Pentagon.

Why he might not be annoying:

He graduated West Point, American University and Harvard.
He served in the Army for over thirty years and received three Purple Hearts.
He fought back against the war criminal allegations, stating an internal investigation had cleared him of any misconduct.
In a CNN interview, he said he supported the use of medical marijuana (going against statements he made as 'Drug Czar').
He argued the use of drug courts (rehab) should be expanded instead of sending drug users to prison, where they'll receive little help for their addictions.
He supported a U.S. policy shift regarding Cuba.
