The Resume

Why they might be annoying:

They are located in one of the NHL's smallest markets.
They finished their inaugural season with a 10-70-4 record (1992-93).
Alexi Yashin despised playing for them because of his contract and would often make trips to Russia during the season.
Get this: the team filed for bankruptcy in 2003 and couldn't pay their players.
Playing in Canada's capitol city, their name seems to be a rip off of the former baseball team, the Washington Senators.
They cause confusion by using the same now as the old Ottawa Senators.
Their expansion draft was a disaster, they even try to draft someone who was ineligible.
Their inaugural owner, Bruce Firestone was forced to relinquish ownership of the team after he openly admitted to tanking the inaugural season in order to secure the first overall pick in the 1993 NHL Entry Draft.
Firestone's comments prompted the NHL to impose the draft lottery system to prevent future clubs from deliberately losing games in order to draft a top ranked prospect.
They allowed franchise great Daniel Alfredsson to leave the team after 18 years in order to pursue a Stanley Cup.

Why they might not be annoying:

Even though their fan base may be smaller than most NHL teams, their fans are extremely dedicated to the team and were happy when they were reinstated in 1992.
They have an entertaining rival with the Toronto Maple Leafs.
Although they weren't able to pay their players in 2003, the team stuck together and ended the season going 52-21-8-1 with 113 points.
They brought NHL hockey back to the Capital Region after a 58 year absence.
As part of their marketing campaign to bring the NHL to Ottawa, they centred it around Frank Finnigan, who was the last surviving member of the inaugural franchise.
When Finnigan passed away a year before the inaugural home opener, they retired the #8 he wore with the original franchise out of respect.
They defeated the Montréal Canadians in their inaugural regular season game (October 8, 1992).
Despite being in 12th place in the East at the beginning of March, they won 10 of their final 12 games to clinch the franchise's first ever playoff berth (1997).
They defeated their long time playoff nemesis, the Buffalo Sabres to clinch their first Eastern Conference Championship in the series clinching game that was better known for NBC switching the feed to the Preakness Stakes pre-game show rather than broadcasting the overtime period (2007).
