    106th mayor of New York City (1990-93)
    He was indecisive.
    He used city funds to pay for the funeral of a drug dealer whose shooting by police sparked the Washington Heights riots (1992).
    He imposed unpopular tax increases and cuts in public services.
    The city’s budget deficit increased from $1.8 billion to $2.2 billion during his term.
    After it was revealed he had failed to file tax returns for five years, he said, ‘I haven’t committed a crime. What I did was fail to comply with the law.’
    He served with the Marines in World War II.
    He was the first black mayor of New York City.
    To protest apartheid, he had the city divest itself of $500 million invested in companies doing business in South Africa.
    Belying his soft-on-crime reputation, he expanded the police department by 25%.
    After three decades of increases, crime rates in NYC started declining during his term.
