Why he might be annoying:

He came to the WWF during the crisis in Russia, which would make the fans in the audience go nuts.
Before his matches, he would sing the Russian national anthem and his awful voice would cause the fans to boo mercilessly to the point where they would turn off his mic.
When he talked, it was very difficult to understand him.
He wore the same suit for over 20 years.
He's one of many wrestlers to have an 'Executioner' gimmick.
After The Iron Sheik left the WWE, he formed a tag team with Boris Zukhov called the Bolsheviks that went nowhere and they would constantly lose.
When he turned face in the early 90's, he went from a dedicated Russian who hated the United States to all of a sudden loving the U.S. and would wave the American flag with Jim Duggan.
He made a comeback in the mid-90's with Ted DiBiase that had DiBiase ridiculing Volkoff. Fans didn't like seeing him being used like that and the push went nowhere.

Why he might not be annoying:

He escaped from Yugoslavia during the Russian hostage crisis and migrated to Canada knowing no English.
He was agile for a man his size.
He trained in Stu Hart's 'Dungeon.'
He and The Iron Sheik have the distinction of being the first people to win a title at a WrestleMania by winning the Tag Titles at WrestleMania 1.
One of the highlights of WrestleMania 6 was a bit he and Boris Zukhov did with Steve Allen in the bathrooms.
Fred Blassie managed him.
For a man with such huge heel heat in the 80's, the fans seemed to have no problem cheering for him when he turned face in the 90's.
He's ranked #83 on Total Wrestling Magazine's 100 Greatest Heels of All-Time.
