Why he might be annoying:

He was ultra-conservative.
He looks like Scooter, from the Muppets.
He was very anti-gay and made it extremely clear while he was in congress.
He always vote against extending or authorizing the civil rights commission funding.
He was an alcoholic.
It was discovered that he, although married with four children, had solicited sex from a 16-year old male dancer and had been visiting gay bars (1980).
This scandal caused him to be one of only three Republicans to lose his House seat in the 1980 election.

Why he might not be annoying:

He voted to protect racial, religious, and other minorities from credit discrimination (1976).
He voted to protect pregnant women from job discrimination (1978).
Although he held on to his conservative views, he became a gay rights activist.
He is strongly opposed to the power of the IRS and taxation on income.
