Why he might be annoying:

He was married four times.
He issued the Golden Bull, which not only codified procedures for electing new Emperors but pissed off the weaker Princes within the empire causing them to withdraw their allegiance to him.
He abandoned the ideal of the Holy Roman Empire as a universal monarchy to focus on his own holdings.
Because of his French education, he was an ally to the Kings of France.
He gave advice to his maternal nephew King Charles V of France on how to put down the Parisian Revolt.

Why he might not be annoying:

Since 1349, he was the undisputed ruler of the Holy Roman Empire until his death.
He helped in developing the intellectual development of Bohemia by encouraging early humanists to continue their works and founding the University of Prague.
He lent his hand in the construction of Charles Bridge and the Saint Vitus Cathedral.
