    Appointed Georgia State Highway Director (1971-73) and Director of the Office of Management and the Budget (January-September, 1977)

    He dropped out of the University of Georgia with less than a semester to go before graduation.
    He was jowly.
    He unsuccessfully ran to succeed Carter as governor of Georgia.
    He was reportedly the first person to encourage Carter to run for president.
    He resigned from the OMB after just nine months amid allegations of misusing bank funds and falsifying records.
    He had to resign from Calhoun after a Securities and Exchange Commission investigation into 'unsafe and unsound' banking practices (1986).
    He was indicted for his role in helping the Bank of Credit and Commerce International (BCCI) secretly acquire control of several US banks (1991).
