Why he might be annoying:

He was a self hating Jew.
He had contempt for all people, especially ethnics.
He called Mayor LaGuardia 'Little Organ Grinder' and 'the Daygo Son of a Bitch.'
In his ruthless need to build, he built highways right through the middle of communities.
He spent little time on mass transportation, instead he is responsible for much of the traffic congestion throughout the New York City area.
He promised new housing for poor, then he forcibly destroyed slums using federal money, leaving the poor fending for themselves, while replacing their homes with highways and entertainment centers.
His downfall started when he built the Cross Bronx Expressway (1952-64). His need to build a straight line highway through the working class and prosperous areas of the Bronx destroyed the commerce and turned the South Bronx into a poverty area.

Why he might not be annoying:

He graduated Yale (1909), graduated Oxford and earned his doctorate at Columbia.
He created programs during the depression that built the highway systems of lower New York State.
Since he could not raise government monies, he raised money by toll collecting on his bridges.
He was known as the Master builder.
During the depression he employed 75,000 men.
He is credited for successfully building the clover leaf entrance and exit off highways.
