Why he might be annoying:

    He was accused of illegally selling military property when Soviet forces were withdrawn from East Germany.
    He declared that he could crush the rebellion in Chechnya 'in a couple of hours with a single airborne division'; instead, the two sides signed a cease-fire after two years of fighting and 5,700 Russian army casualties (1994-96).
    He said that only 'an incompetent commander' would order tanks into the streets of the Chechen capital of Grozny where they would be vulnerable -- then preceded to do just that.
    He was rumored to have ordered the storming of Grozny while drunk during the celebration of his birthday.

Why he might not be annoying:

    He was named a Hero of the Soviet Union for his command of the 103rd Guards Airborne Division in Afghanistan (1988).
    He supported Boris Yeltsin during an attempted Communist coup (1991).
    In a moment of realism, he warned Parliament, 'No army in the world is in as poor a state as ours.'
