Why he might be annoying:

He became Chief Joe Bolton, when he hosted Dick Tracy cartoons, so he could interact with the cartoon.
Tracy started each cartoon with 'Okay Chief, I will get right on it.'
Every so often, he lost the attention of his audience when he would bring in his stamp collection and tell stories about the stamps.

Why he might not be annoying:

Every New York baby boomer was a fan of 'Officer Joe Bolton.'
He genuinely loved children and never was condescending to them.
He typed answers to all his fan mail.
He was instrumental in the rebirth to The Three Stooges, having them visit the studio and talk to the fans.
The reason he choose to be a police officer was to be a role model, since the Stooges were always up to petty larceny.
