Why he might be annoying:

He appointed Jim Jones to the city Housing Commission.
He opposed the building of the convention center that was later named for him.
Despite his higher position, his murder was overshadowed by Milk's.

Why he might not be annoying:

He attended the University of the Pacific on a basketball scholarship.
In the State Senate, he successfully sponsored the creation of a school lunch program and the repeal of the state sodomy laws.
He kept the Giants from moving to Toronto.
He was the first San Francisco mayor to appoint significant numbers of minorities, women and gays to city commissions and advisory boards.
