    First dog of the Reagan White House (1985-89), given by President Ronald Reagan to his wife Nancy (December 6, 1985)
    Cavalier King Charles Spaniel previously owned for a year by commentator William F. Buckley, Jr.
    Named after retired White House Chief Usher Rex Scouten
    Euthanized after discovery of an enlarged heart at age 13
    Interred at the Reagan's Rancho del Cielo ranch in Santa Barbara, CA

Why he might be annoying:

    Buckley gave Reagan Rex, but kept his brother Fred, so he came from a broken home.
    He was a replacement First Dog, as his predecessor Lucky, a Bouvier des Flandres, proved too unruly and was retired to the Reagan's ranch.
    For some odd reason, when his new doghouse was completed, there was a dedication ceremony for the event hosted by Zsa Zsa Gabor.
    After the Reagan's adopted Rex, there was a spike in people wanting to purchase Cavalier King Charles Spaniels, resulting in the rise of puppy mill exploitation breeding for the species.
    His 1986 tonsillectomy proved to be a news event, performed at a secret, undisclosed location.

Why he might not be annoying:

    Buckley was more than happy to give his dog to his political ally Reagan, so he could surprise Nancy with an early Christmas present.
    Not even at the White House for a week, he helped throw the switch for the lighting of the annual National Christmas Tree.
    He proved to be a much calmer and more even-tempered pet than the Reagan's previous First Dog.
    His lavish doghouse was designed by Theo Hayes, great-great grandson of President Rutherford B. Hayes.
    He was a faithful companion animal that the Reagan's adored, and was a source of comfort when Reagan was diagnosed with Alzheimer's disease in 1994.
