Why he might be annoying:

    He presided over one of the worst expansion starts in North American pro sports as his team went 0-26 in its first two seasons.
    He was despised by fans and players alike after he refused to give Doug Williams a significant pay raise.
    He arranged for Bo Jackson to come to Tampa before the NFL Draft by tricking the latter into believing the trip didn't go against NCAA rules, when in reality he planned the trip in order to make Jackson ineligible to play baseball.
    He drafted Jackson with the first overall pick against his wishes.
    Many Bucs fans blame him for the team's struggles, considering he was too much of a cheapskate to pay his star players top dollar.
    His adulterous behavior became public knowledge following his death, as he planned to exclude his wife from his will.
    He arranged for his estate to pay his mistress hush money if she didn't go public about their relationship.
    Following his death, his estranged wife said 'I'd like to pull him out of the grave and shoot him with every bullet I could get' when word of his extramarital affair became public.
    His fashion sense was just as notorious as his cheapness with his team.
    Rather than pay for a projection screen, he often had the walls at team headquarters painted white.

Why he might not be annoying:

    He was a successful tax lawyer in the state of Florida, prior to becoming an NFL owner.
    He was a member of the boxing team at the University of Alabama, and was teammates with future governor George Wallace.
    He served in the Army Air Corps in both World War II and the Korean War.
    He served as a personal representative for Gerald Ford, during his presidency.
    He is credited with bringing the first professional sports franchise to the Tampa Bay region.
    He initially had a deal to purchase the L. A. Rams, prior to losing the purchase.
    Despite his cheap nature, he was considered a shrewd negotiator during both the NFL players strikes in the 1980's.
    He was able to make a profit during his tenure as owner, despite the fact his team was a perennial loser in the standings.
    In contrast to his cheap nature with the Bucs, he frequently made charitable donations within the communities he resided in.
    He is often credited with shaping the modern day NFL.
