Why Baku, Azerbaijan might be annoying:

    Thanks to its legacy as a Soviet industrial city, it ranked #1 on Forbes list of the world's most polluted cities (2008).
    It is subject to gale force winds in winter.
    Interruptions in electric, gas and water service are common in much of the city.
    Only a fifth of the population considers the water safe to drink directly from the tap.
    The traffic is utterly insane, with the US Embassy noting, 'Drivers do not pay attention to traffic regulations, signals, lanes, pedestrians or other drivers.'

Why Baku, Azerbaijan might not be annoying:

    In the late 19th and early 20th century, it produced half of the world's oil.
    It was the site of the first offshore oil platform (1947).
    Its Inner City was named a UNESCO World Heritage Site (2000).
    It made Lonely Planet's list of the top 10 destinations for urban nightlife.
    Thousands of its ugly Soviet-era buildings were demolished to create a green belt of parks and gardens.
